What is an 80% Lower
80% Lowers are classified as receiver blanks by the Bureau of Alcohol, Tobacco, and Firearms (ATF). 80% Lowers are NOT considered firearms, as they are only 80% complete and therefore are not subject to the same rules and regulations. Meaning you may cut and drill at your personal residence and turn it into a legally defined firearm.

Yes, any standard AR-15 upper will be compatible with your standard AR-15 lower.
HOW MUCH DOES AN AR-15 LOWER COST?
At 80% Arms, we offer affordable prices for our AR-15 80% lower receivers. Most of our stock goes from $89.99 to $129.99.

DOES AN AR-15 LOWER AFFECT ACCURACY?
Your lower receiver will have no impact on the accuracy of your rifle whatsoever.
DO I NEED TO SERIALIZE MY 80 LOWERS?
As per federal law, you do not need a serial number for a raw 80% lower. But after you finish building the firearm, certain states like California will require you to have it serialized. Read our guide on how to serialize an 80% lower here.

Shipping CostsShipping costs and delivery dates are estimated at checkout. Our track record and goal is to ship every order the same day the order is placed, the next day at the latest (for in-stock items). All shipping costs are determined by the shipping options you select for your order during checkout. All orders are shipped in non-descriptive boxes and sealed at every edge to ensure safe and anonymous delivery. We do NOT currently ship to any PO Box addresses. We apologize for any inconvenience this may cause.
Shipping Restrictions80-Lower.com only ships within the United States. Shipping is prohibited to states and locales with restrictions against certain parts and/or accessories (i.e. states with high-capacity magazine restrictions). Federal legislation dictates we cannot ship our products internationally. Please review state-specific restrictions below before to ensure you can purchase and receive our products before placing an order:
Hawaii
Hawaii passed HB2744 HD1 SD2 and introduced HB1733, which both include a ban on assembling a firearm with no serial number, as well as bans on owning or obtaining firearm parts for the purpose of assembling a firearm without a serial number. As such, 80% lower receivers are effectively outlawed in the state.
New Jersey
New Jersey’s Attorney General has demanded that companies stop marketing and selling untraceable weapons or “ghost guns”. Unfortunately, we cannot allow sales or shipping of any of our items to the state of New Jersey. See N.J.S.A. 2C:39-9g.
New York
New York's Attorney General has also demanded that companies stop marketing and selling 80% lowers and firearm receiver blanks to residents in New York. Unfortunately, we cannot allow sales or shipping of our products to New York.
New York law criminalizes the possession, manufacture, sale, and transportation of assault weapons, which are defined as any semiautomatic rifle that can accept a detachable magazine and has at least one of several enumerated secondary characteristics, including a pistol grip or a stock that folds, telescopes, or bears a thumbhole.
Connecticut
Connecticut recently enacted Substitute House Bill No. 7219 Public Act No. 19-6. This Bill prohibits the sale, shipment, and ownership of un-serialized 80% lower receivers and all other firearm receiver and frame blanks in the state of Connecticut. Since receiver and frame blanks are not regulated by the ATF and are not engraved with unique serial numbers at the time of manufacture, we cannot sell 80% lowers to Connecticut residents.
Washington
(HB 1739 effective July 1, 2019)
Unfortunately, we can’t allow sales or shipping of undetectable and/or untraceable unfinished lower receivers to the state of Washington.
Rhode Island
Rhode Island's general assembly in 2020 passed RI S2004, which includes a ban on 3D-printed firearms and 80% lower receivers of any kind.

Returning an 80% Lower Receiver
Very rarely, some 80% lower receivers may be manufactured out-of-spec or with incorrect tolerances. In very rare circumstances will we replace these. If you notice a defect with the lower you purchased, do not attempt to machine it. If you started the machining process, please stop immediately. Please contact us first. Once a lower is partially machined, it may be classified as a firearm under the Gun Control Act of 1968. We cannot accept any returns on any items that may be considered a firearm. But that does not necessarily mean we can’t accept your return. Keep reading:
Partial or Completed 80% Lower Returns
If your lower is completed or partially completed and is found to be defective by no fault of your own, we’ll work with you to replace it. Do not do anything further to the lower. First, give us a call or send us an email. We will attempt to diagnose the issue with you. We may ask that you submit some photos of the defect and the current state of the lower receiver to confirm the defect. If we can determine your partial or completed lower is defective, we’ll discuss with you how to legally and safely return it. Remember, we cannot accept returns on any items that may be considered a firearm. We cannot accept a return on any lower receiver with any other parts installed on it. Returning a partially-machined or completed lower may require destruction to make it inoperable, such as cutting the lower in half. This is the only way to guarantee your safety and ours.
